CONTRIBUTING TOWARDS QUALITY EDUCATION PROSPERITY AND STABILITY
To build UMTA’s capacity (to implement this strategic plan), increase its relevancy, vibrancy and visibility.
UMTA will make 25 years by December, 2014. During these 25 years, the organization has survived several challenges (internal and external) and continued to fulfill its objectives. In 2007, the organization produced its first Strategic Plan aimed at stream lining its operations. An evaluation of this Plan reflected the need to pursue sound organizational development strategies that will make UMTA more relevant, visible and vibrant. The organization also needs to improve its capacity for programme management.
The organization currently seeks support to strengthen its secretariat with more staff, space and facilities. The secretariat is also supported to increase ICT usage and to create a data base on Muslim education. The data base will also involve new membership recruitment and management techniques.
UMTA seeks to have continuous capacity building for both the Executive Committee(s) and the Secretariat staff in skills critical to its expanded mandate reflected in this Strategic Plan. These skills include resource mobilization, Project planning, monitoring and evaluation, ICT and education policy research, lobby and advocacy among others. The organization is upgrading its corporate governance stature by reviewing its constitution, Financial and Human Resource manuals to meet the demands of corporate governance best practices. In the first year of this Plan, the organization will develop a new communication strategy, resource mobilization strategy and a Monitoring and evaluation tool.
To support gender mainstreaming initiatives in the education sector and promote school systems/environments which are conducive to the promotion of gender equality.
UMTA concurs with the UN entity for gender equality and the empowerment of Women that gender mainstreaming is not an end in itself but a strategy, an approach, a means to achieve the goal of gender equality and development. UMTA believes that measures to support gender equality can contribute to the achievement of our Vision and Mission for quality and wholesome education.
Big strides have been made in terms of achieving gender parity in the education sector in Uganda especially at primary and secondary level (MOES Education Abstracts). At the school and local community level however, challenges still abound in terms of enabling the girl child to stay in school (the drop out rates are above 70%), enjoy the learning experience and venture into science and vocational education. These challenges inhibit the attainment of the Beijing Platform for Action and the MDG on reducing inequalities and inadequacies to education.
A lot of effort to mainstream gender has been put at international and national level institutions leaving out the local institutions which interface with gender issues on a daily basis. UMTA will work down stream to deepen the awareness, knowledge, commitment and capacity of the schools and local communities to take on gender issues especially in the area of education. The Association will carry out mobilization and sensitization activities aimed at addressing the conceptual confusion related to gender, the miss-representation of Islam and women rights and the inadequate linkage between gender and the school environment or system.
UMTA is also seeking to build its own capacity to effectively pursue the gender main streaming strategy. The Association is working with strategic partners to mobilize resources, good will, leadership and skills to implement gender mainstreaming. The Association is developing its own gender policy in line with its core values and internationally acceptable best practices. This policy will be the basis for the UMTA gender programmes.
